DOP CIRCULAR NO. 2017-063

02 June 2017

TO: ALL PARISH  PRIESTS, PASTORS, PAROCHIAL VICARS, RECTORS OF SHRINES IN THE DIOCESE OF PARAÑAQUE
RE: REMINDERS REGARING WEDDINGS THAT REQUIRE A WRITTEN CLEARANCE FROM THE JUDICIAL VICAR

Reverend Monsignori and Fathers,

Due to a couple of grave problems I encountered lately as Judicial Vicar, who acts also as Episcopal Vicar for Matrimonial Affairs, I deem it necessary to remind you again of the standing policy of our diocese regarding the applications for weddings in which at least one of the parties:

  1. Is a foreigner
  2. Had been previously married to someone other than the one he/she is intending to marry; divorce or civil annulment notwithstanding.

Our policy is this: any application for a wedding falling under either of the two categories mentioned above must not in any way be entertained by anybody in our parish offices without a written clearance from my office or from the diocesan chancery.

This policy must be implemented strictly in order to avoid considerable harm to the parties concerned and to our diocese. We can be sued for moral damages for causing the applicants to spend a lot of time, effort, and money for a wedding which cannot be solemnized in any of our churches as per provision of Canon Law.

Begging for your strict compliance, I remain.

Fraternally yours,

REV. MSGR. FELIPE E. OCOL

Judicial Vicar
