DOP CIRCULAR NO. 2013-081
29 July 2013
TO: ALL PARISH PRIESTS, PARISH ADMINISTRATORS, RECTORS, CHAPLAINS, GUEST PRIESTS, PRIESTS ON LOAN AND RELIGIOUS PRIESTS IN THE DIOCESE OF PARAÑAQUE
RE: POLICY REGARDING MARRIAGES OUTSIDE PARISH CHURCHES
§1 A marriage between Catholics or between a Catholic party and a non-Catholic baptized party is to be celebrated in a parish church. It can be celebrated in another church or oratory with the permission of the local ordinary or pastor (canon 1118, CIC)
Since the time of the late Manila Archbishop Jaime Cardinal Sin, it has been the policy in our mother diocese, the Archdiocese of Manila, that weddings in hotels or in places outside the parish church have been prohibited in order to safeguard the dignity of the Sacrament of Matrimony and to build the parish community of the faithful (see RCAM Circulars no. 6, S. 1985 and no. 10, S 1989). This was further emphasized by Archbishop Emeritus Gaudencio Cardinal Rosales in his Circular no. 2004-65 dated 12 October 2004.
In continuity with the objectives of this policy, the following are to be observed:
a) Catholic weddings should be celebrated in Parish Churches except in Articulo Mortis.
b) All privileges granted to specific chapels are hereby revoked.
Please be guided accordingly. Let us afford proper dignity to the Sacrament of Matrimony and strengthen the parish community.
MOST REV. JESSE E. MERCADO, D.D.
Bishop of Parañaque
Fr. CARMELO O. ESTORES
