DOP CIRCULAR NO. 2018-048
03 May 2018
|TO:||ALL PARISH PRIESTS, PARISH ADMINISTRATORS, RECTORS, CHAPLAINS, GUEST PRIESTS, RELIGIOUS PRIESTS, and LAY MINISTERS IN THE DIOCESE OF PARAÑAQUE|
|RE:||REMINDERS REGARDING THE POSITION OF THE CHURCH ON THE UPCOMING ELECTION ON MAY 14, 2018|
Dear Monsignori and Fathers
Brothers and Sisters in Christ,
In view of the upcoming Barangay and Sangguniang Kabataan election on May 14, 2018, we would like to emphasize our position in the Diocese that the Church is a non-partisan institution.
In as much as we recognize and respect the role of the State as our “collaborator” in preserving justice, peace and order in our community, we also give utmost regard in safeguarding the Church from any untoward biases and allegations of being partisan during the campaign and election periods. We avoid being identified of supporting, meddling or favoring any political party.
For this reason, please be guided of the following:
- That church facilities should not be used for any “partisan” political purposes.
- That parish priests should avoid accommodating a specific political party or any individual political candidate to sponsor a mass and more so to stand as offerors.
- That any church lay leaders and ministers who are running for elective positions should be asked to take a temporary leave from their parish responsibilities. They have to submit to their proper parish priest a formal letter, stating their reason of being temporarily excused from their parish services.
- After election, win or lose, if they still deem to resume their ministry, they may do so, provided that they have to write a formal letter to their proper parish priest stating their intent of resuming in their ministry.
We hope and pray that love, honesty and peace may prevail in this coming Election.
Sincerely yours in Christ,
JESSE E. MERCADO, D.D.
Bishop of Parañaque
