RE: GUIDELINES ON ESTABLISHING A RELIGIOUS HOUSE IN THE DIOCESE OF PARAÑAQUE

 

Dear Monsignori and Fathers

Brothers and Sisters in Christ,

Can. 609 §1 A house of a religious institute is established, with the prior written consent of the diocesan Bishop, by the authority competent according to the constitutions.

Can. 610 §1 In establishing religious houses, the welfare of the Church and of the institute are to be kept in mind, and care must be taken to safeguard everything that is necessary for the members to lead their religious life in accordance with the purposes and spirit proper to the institute.

Can. 678 §1 In matters concerning the care of souls, the public exercise of divine worship and other works of the apostolate, religious are subject to the authority of the Bishops, whom they are bound to treat with sincere obedience and reverence.

In line with DOP Circular no. 2018-057, we would like to reiterate that the formal canonical entrance of an Institute of Consecrated Persons in a diocese is through the establishment of a religious house with the written CONSENT of the diocesan bishop. These two basic canonical requirements are essential for those who are applying for their entry in a diocese. However, details of the process of acceptance depend on the guidelines stipulated by the diocesan bishop as he deems appropriate and beneficial for his diocese.

In the Diocese of Paranaque we consider it important that thorough discernment and evaluation be first done in order to make sure that the presence, charism, spirituality and apostolate of an institute of consecrated persons are useful and relevant to our pastoral direction.

Hence, we advise that applicants will first be given a temporary permission as their exploratory period for two years in the Diocese. This is also for them, an opportunity to further discern their suitability and relevance in the spiritual and pastoral needs of the Diocese. After this period, only then can they formally apply for the erection of their house in the diocese.

Aside from the guidelines and requirements stated in DOP Circular no. 2018-057,  the following decrees should also be fulfilled;

  1. Letter of request of entry in the Diocese to the Bishop of Paranaque.
  2. Decree of Temporary Permission of staying for two years in the Diocese as their Exploratory Period by the Bishop of Paranaque.
  3. Letter of Erecting the House of the Congregation (After two years of Exploratory Period)
  4. Decree of Consent of the Erection of the House of the Congregation by the diocesan bishop.
