RE:     PRUDENT DONATION FOR THE PUBLICATION OF BANNS IN THE PARISH

 

can.  1067  The conference of bishops is to establish norms about the examination of spouses and about the marriage banns or other opportune means to accomplish the investigations necessary before marriage. After these norms have been diligently observed, the pastor can proceed to assist at the marriage.

 

The Publication of Banns is an important prerequisite of Marriage. In DOP CIRCULAR NO. 2015 – 030 on Clarification on Two Prerequisites of Marriage: Canonical Interview and Wedding Banns, we emphasized that the Publication of Banns take place after the Canonical interview.  The same requirement is prescribed by the Catholic Bishops Conference of the Philippines (CBCP) on its Norms on Marriage. Hence, it should be announced on three consecutive Sundays either orally or be posted in the bulletin board of the proper parish of the parties in order to ensure their validity and lawfulness in contracting marriage.

In our Diocese, there have been queries from our lay faithful on the different rates on the Publication of Banns being practiced in our parishes. Some amounts even have gone superfluous and unreasonable considering that we only spend minimal resources from our parish office in the Publication of Banns. Contracting parties especially those who have constraint budget, find some amounts as a burden and even a discouragement for their wedding preparation.

For this reason, we set it as a norm in our diocese to maintain the said donation for the Publication of Banns, but it should not exceed the amount of Php. 300.00. We remind then all our parish priests to always maintain prudence and sensitivity in introducing specific amounts for our services in the Church

I hope that through our pastoral effort in making the sacraments accessible to the faithful, we encourage them to have better appreciation and value for the sacrament of Marriage.
