RE: CONSTRUCTION / RENOVATION / MAINTENANCE GUIDELINES & FLOWCHART

Reverend Monsignori and Fathers;

In view of the influx of parishes requesting for approval of construction projects and a foreseeable renovations / maintenance works forthcoming of ageing parish facilities in response to the growing pastoral demand of the parish, the Diocesan Office of Property Administration (DOPA) in consistent with the Diocesan Finance Policy, established project guidelines and flowchart to assists the parish in obtaining approval to implement proposed projects.  As a general rule, all construction, renovation or major repairs and maintenance are subject to Bishop’s approval prior to implementation.

The process comprises of three (3) steps namely;

  1. Step 1 – Determination of the NEED

The Parish Priest together with the Parish Construction Committee (PCC) consults with parishioners and major consultative bodies to determine the necessity of the project and its financial feasibility.  The parish’ participation in the assessment of the need and development of priorities are the initial steps which leads to a decision to building, renovation or preservation works using the parish resources.

  1. Step 2 – Initial Approval

The Bishop in consultation with the Diocesan Construction Committee (DCC) will review the proposed project to assure that it contributes to the spiritual welfare of the faithful and the parish has the necessary means to complete the project.

  1. Step 3 – Final Approval & Implementation

After completing all the required documents, plans and fund source scheme, the Bishop grants approval to implement the proposed project.
